Joe has over 20 years’ experience in water/wastewater project planning, design, permitting, and construction administration as well as treatment plant startup and troubleshooting operational issues. In addition to his management responsibilities, Joe is a lead process engineer for KLH treatment plant projects. Joe holds a M.S. in Civil Engineering from the University of Pittsburgh and B.S. in Civil Engineering from the Pennsylvania State University. He is a Licensed Professional Engineer as well as a Certified Wastewater Treatment Plant Operator in Pennsylvania.
David A. Coldren, P.E.

Dave has over 25 years’ experience in water/wastewater project planning, design, permitting, and construction administration for project serving from 250 customers to over 17,000 customers. Dave holds a B.S. in Civil and Environmental Engineering from the University of Pittsburgh. He is a Registered Professional Engineer in Pennsylvania.
Robert L. Horvat, P.E.

Rob has over 30 years’ experience in municipal government and the utility industry, including parks, public works, sewer maintenance, water/wastewater facility operations/administration, process/equipment sales, and design engineering/consulting. Rob’s unique experience provides KLH clients with a wide range of operational support and guidance. Rob holds an A.S. in Industrial Design from the Art Institute of Pittsburgh, a B.S. in Civil Engineering from Point Park University, and an M.B.A. from West Virginia University. He is Registered Professional Engineer as well as a Certified Water and Wastewater Operator in Pennsylvania.
Samuel R. Gibson, P.E.

Sam has over 12 years’ experience in water, wastewater, and municipal project planning, design, permitting, financing, and construction administration and provides clients with a comprehensive approach to successful project implementation. Sam holds a B.S. in Civil Engineering from the University of Pittsburgh. He is a Registered Professional Engineer in Pennsylvania.
